Difficult to use the EP Online system of Ministry of Manpower

The Ministry of Manpower has an EP Online system which I describe as "Terrible". I logged into the system after a long delay of three years and found this message waiting for me. It said that I was supposed to return a card. 

I have no idea what kind of card they were referring to. I have to read the complicated page and still could not understand what was required. Finally, after trying a few clicks, I got a message that it was the card belonging to a former employee who was on Employment Pass. The employee left me three years ago.

I did not know what card was being referred to. The card was never in my possession. Why was I responsible to return the card?

Anyway, MOM could have sent an email to me three years ago. But they sent a message to me in their EP Online system, which was really difficult to use.

Our government agencies continue to work in their own world. The officers seemed to think that the public has nothing to do, except to learn to comply with their complicated system.
