Here are my view about the donation of $500,000 made by Bill Ng's club to the Asean Football Association (AFF) for the development of the Football Management System.
I believe that Bill Ng made the donation from his football club out of genuine interest to develop the interest in local football. He was approached by Winston Lee (the general secretary) and later by Zainuddin (president) to make this donation. Bill Ng probably thought that he was donating the sum to the Football Association of Singapore.
Bill Ng was later approached to write his payment voucher for the development of the system under the AFF. I do not know if the cheque was made to the FAS or directly to the AFF. But Bill Ng wanted to be helpful and probably did not know that there was a difference.
Why was it necessary for Winston Lee and Zainuddin to keep this issue secret from the FAS council? None of the other council members knew about the donation.
Winston Lee said that the tender was the system was awarded after they have received the quotations for international vendors. The winning vendor had some international connection but has a Singapore office. We need to know if they really have access to an expensive system that could be adapted for use by the AFF. If this was the case, then the decision to make this award would be justified.
However, if the system had to be developed from scratch, some questions have to be raised. Was the tender awarded to the right party in the best interest of AFF/FAS? We have to wait for the result of the police investigation into this matter.
I think that Bill Ng was probably acting in the best interest of local football and the FAS. His club has good financial results and could afford to donate the money to the FAS. Most likely, he would be found to be acting honestly. He might have infringe the regulations on getting approval of his council members to make this donation - but that would be a separate matter.
It is quite sad that Bill Ng was the victim of this saga. It lead him to lose the election to the President of FAS. This was probably a goal that was his passion to help local football.
Never mind, there will be another chance in the future, if he was exonerated after the investigation. But it was probably a big disappointment for him. I wonder if his passion would have also been dissipated?
